August 12, 2006 Election

This election, we will be electing a president, secretary, and treasurer.

The Secretary received the following nominations by the filing deadline of Saturday, July 22, 2006. The duties of each position are described in our bylaws (PDF) .

President (one-year term, expires August 31, 2007):
Michael Heggen (incumbent)
Home club: Salem Classical Fencing, Salem, Oregon
Occupation: fencing instructor (USFCA three-weapon moniteur)

Secretary (one-year term, expires August 31, 2007):
Nanci Keatley (incumbent)
Home club: Salem Classical Fencing, Salem, Oregon
Occupation: part-time fencing instructor and administrative assistant

Treasurer (one-year term, expires August 31, 2007):
Keith Kohan (incumbent)
Home club: Salem Classical Fencing, Salem, Oregon
Occupation: information systems manager

In addition, members will also be voting on a proposed bylaws amendment. A complete copy of our current bylaws (PDF) can be found on our web site.

SUMMARY of Proposed Amendment:

Require a two-thirds majority vote of the board of directors in order to approve changes to the American Fencing League Fencing Rules. Requires that the board publish proposed changes to the rules in the AFL newsletter or by first-class mail and allow a 30-day period for comments from the members prior to voting on the proposal. For urgent changes, the board may declare an emergency, thereby waiving the requirement for the comment period and making the rule change effective immediately.

This proposal was made by Joel Klepper, the AFL director for the National Division, with suggestions from the rest of the board.

The board of directors recommends a YES vote on this amendment.

DETAILS:
Amends Article II  -- Definitions to include the following new section:
Section 4.  Two-Thirds Majority. Within these Bylaws, the phrase “two-thirds majority” shall be defined as any fraction that is larger than two-thirds.
Adds the following new article:
Article XII  Fencing Rules
Section 1.  Generally. The Board of Directors shall, from time to time, publish rules and procedures for conducting official League competitions (“Fencing Rules”).
Section 2.  Amendments. These Fencing Rules may be amended or repealed, and new Fencing Rules adopted, by a two-thirds majority vote of the Directors present.
Section 3.  Comment Period. The Board shall cause proposed amendments to the Fencing Rules to be published to the members and shall allow a 30-day period for comments on the proposed amendment(s). The Board shall not be bound by any comments. For urgent amendments to the Fencing Rules, the Board may declare an emergency, thereby waiving the comment period requirement and causing the amendment(s) to take effect immediately.
